China's tallest building nears finish in Shanghai

SHANGHAI (AP) ? A topping out ceremony was held Saturday for China's tallest building in the financial hub of Shanghai.

At 632 meters (2,073 feet), the Shanghai Tower in the city's Pudong district is the world's second-tallest building, surpassed only by Dubai's Burj Khalifa, which soars 829.8 meters (2,722 feet).

Topping out means the final beam has been placed at the top of the building. Once completed next year, the Shanghai Tower will have retail and office space, and a luxury hotel. It was designed by the U.S. architectural firm Gensler.

China's booming economy has fuelled a building frenzy, including some of the world's tallest buildings. The Shanghai Tower replaces the Shanghai World Financial Center ? completed in 2007 ? as the country's highest building.

The Shanghai Tower is the last piece in a group of super-tall skyscrapers in Shanghai's Pudong, which includes the Shanghai World Financial Center and Jin Mao Tower, both among the tallest in the world.

And in the south-central city of Changsha, developers are in the midst of building Sky City, an 838-meter (2,749-foot) structure that would overtake Burj Khalifa.

This summer, China also unveiled the world's largest building in terms of floor space in the western city of Chengdu. The New Century Global Center edged out the previous record-holder, the Dubai airport.

GETTING MORE INTENSE: The rhetoric escalates in the debate over the first horse slaughter facility in the U.S. in seven years.

The debate over a horse meat processing plant keeps getting more intense.

One day after New Mexico Watchdog first reported that the Navajo Nation supports a controversial horse meat processing plant in Roswell, two state representatives who are members of the tribe agreed, saying the Valley Meat Co. should be able to open its doors as the first horse slaughterhouse approved in the U.S. in seven years.

And one of them criticized Gov. Susana Martinez for opposing the facility and accused former Gov. Bill Richardson of ?grandstanding.?

?The feral horses are destroying (earthen dams) and fences in an attempt to get at crops and feed, making things unusable for the productive livestock that tribal members rely on for their livelihoods,? Rep. Sandra Jeff, D-Crownpoint, in a statement late Thursday to New Mexico Watchdog.

?These feral horses are not domesticated nor are these horses considered pets, while many such as Gov. Martinez would have you believe otherwise,? Rep. Jeff said.

Martinez, a Republican, has opposed the horse slaughter facility, saying that ?horses are a part of our culture.?

Last week in a statement with actor Robert Redford, Richardson signed on to a lawsuit against the facility. Fellow Democrats such as State Land Commissioner Ray Powell and Attorney General Gary King also have expressed opposition.

?These people want to tell us how to manage our land and our lives, but are unwilling to provide financial backing to fund their agendas,? Jeff said. ?They would rather spend their money on lawsuits and chase media.?

The statement accused Richardson and others of ?political grandstanding.?

Rep. Sharon Clahchischilliage, R-Kirtland, who is a member of the Navajo Nation, also came out in favor of the horse slaughterhouse but used more dispassionate language.

?The problem with wild horses is immense,? Clahchischilliage said Thursday. ?Something needs to be done.?

?You can?t slaughter your way out of this problem,? countered Phil Carter of Animal Protection New Mexico, who says more humane alternatives exist, such as gelding stallions and injecting horses with contraceptives.

The plant has stoked a furious debate inside and outside the borders of New Mexico, with supporters of the facility saying it?s necessary in part because of the numbers of feral horses scattered across the state, many of which that have been abandoned due to the high price of hay, while critics say the killing of the horses is cruel and gives the state a bad reputation.

The facility has become increasingly divisive and has caused splits among Republicans and Democrats as well as rural, urban and conservation groups.

Last week, Rep. Candy Spence Ezzell, R-Roswel, who often speaks from the House floor of her love for horses, came out in support Valley Meat Co., telling the Texas-New Mexico Newspapers Partnership, that irresponsible owners are abandoning horses on ranches, reservations and public lands, where they eat vegetation, drink up water in drought-ridden areas and sometimes starve to death.

?In my area, we have so many wild horses that are breaking down fences, you can?t believe it,? Clahchischilliage said.

The Navajo Nation estimates that 20,000 to 30,000 feral horses are roaming throughout the reservation?s 27,425 square miles.

?A lot these horses have no owners, they?re not branded,? Clahchischilliage said.

Emotions are running high.

Last weekend, the owners of the Valley Meat Co. reported a fire on the company?s property and Chaves County officials say they suspect arson.

U.S. District Court judge will hear arguments Friday from opponents of the horse slaughter plant who have filed a motion to keep the plant from opening.

Cheryl Boone Isaacs elected film academy president

(AP) A veteran marketing executive is the new president of the Academy of Motion Picture Arts and Sciences.

The organization's board of governors elected Cheryl Boone Isaacs to the position Tuesday evening.

She is the first woman to hold the post in three decades and the first African-American president in the academy's history.

Boone Isaacs was elected to a one-year term but is eligible to serve four successive terms. She succeeds Hawk Koch, who served for one year but was ineligible for re-election.

Boone Isaacs previously served as first vice president of the film academy, which announced its new president via Twitter.

Oil prices slide ahead of data

Oil prices have retreated as investors took profits ahead of a hectic stretch of economic news that could move markets more significantly.

United States benchmark West Texas Intermediate tumbled $US1.47 ($A1.61) to close on Tuesday at $US103.08 a barrel on the New York Mercantile Exchange.

European benchmark Brent oil for September delivery dropped 54 cents to $US106.91 a barrel.

Analysts said recent trade data had shown a sharp increase in the number of "long" bets in crude, wagers that oil prices would go higher. Given that dynamic, it was time for some investors to sell back, at least until the economic signals are clearer.

"Some money is coming off the table," said Carl Larry of Oil Outlook and Opinions.

Larry predicted "risk-off" trades "until we get a better picture of where we're going in terms of economic numbers."

Many investors saw a good opportunity to take profits given that oil prices have risen for much of the last month or so.

Markets will get some major data points in the coming days, including second-quarter gross domestic product growth and the conclusion of a Federal Reserve monetary policy meeting, both on Wednesday, and the monthly US jobs report on Friday.

"The market was really long," said Andy Lebow, senior vice president at Jefferies Bache.

"There's no major (energy) fundamental news ... We're watching these other things."

Besides the macroeconomic data, energy investors will also be watching Wednesday's weekly inventory report from the US Energy Information Administration.

Analysts expect US crude-oil stockpiles fell 1.9 million barrels, according to a survey from Dow Jones Newswires. A series of unexpectedly large inventory declines in recent weeks has lent upward pressure to oil prices.

Afghan civilian deaths increase; more women, child victims: U.N.

KABUL (Reuters) - Violence against civilians has risen by almost a quarter in Afghanistan as international forces hand security to Afghans, the United Nations said in a report on Wednesday, with insurgents striking in areas where troops have already left.

The report, presented by the Human Rights Director for the U.N. in Afghanistan, said the number of dead and injured civilians had increased by 23 percent in the first six months of 2013, compared to the same period last year.

Women and children are increasingly the victims of the 12-year-old war, the report said, noting a 30 percent leap in the number of children killed. The total civilian death toll stood at more than 1,300, with 2,533 reported injuries.

Mounting casualties are reinforcing fears about Afghanistan's ability to tackle the Taliban insurgency on its own, after most foreign troops leave next year. The Afghan army faces one of the highest desertion rates in the world and a chronic lack of logistical and medical support.

"The stepped-up transition of security responsibilities from international military forces to Afghan forces and closure of international forces' bases was met with increased attacks by anti-government elements...," Georgette Gagnon said in presenting the report.

The intensified attacks occurred "mainly at checkpoints, on strategic highways, in some areas that had been transitioned and in districts bordering neighboring countries".

Figures released in 2012 showed a decline in civilian deaths compared to the previous year.

The U.N. report said bombs, or improvised explosive devices (IEDs), remained the single greatest killer, claiming 53 percent more victims than last year, most of them children.

Fighting between security forces and insurgents had emerged as the second most significant cause of civilian deaths, with the report putting the death toll in crossfire at 207.

Both sides were responsible for civilian deaths, but the report said almost three-quarters were caused by insurgents, who were increasingly targeting civilians seen to be cooperating with the government, the report said.

Gagnon urged insurgents to "stop deliberate targeting and killing of civilians and withdraw orders that permit attacks" on legal personnel, clergy and government workers.

But the Taliban said anyone supporting President Hamid Karzai's Western-backed government was a legitimate target.

"We never consider those people as civilians who are directly involved in our country's occupation and work with sensitive organs of the enemy," Taliban spokesman Zabihullah Mujahid said in an emailed statement.

WOMEN, CHILDREN IN FIRING LINE

The rise in deaths of women and children maintained a trend marked last year.

In one of the worst instances, 10 children, most of them infants, were killed in an aerial bombardment in the eastern province of Kunar that "appeared to serve no clear military/tactical purpose", the United Nations said.

An investigation by the NATO-led force in Afghanistan concluded it was not responsible for the deaths, though human rights groups and the U.N. have questioned that finding.

The threat to civilians has become a significant source of stress in relations between Karzai and his backers, particularly when civilian deaths are caused by foreign forces.

But questions have been raised about the ability of domestic forces not only to take on the insurgents but to win the trust and support of people in areas where insurgents operate.

Casualties caused by a security force known as the Afghan Local Police, set up in 2010 to operate in remote, insecure areas, rose more than 60 percent, the United Nations said. Force members had been accused of murder, torture and rape.

Many communities, however, reported that they owed an improvement in security to the police.

But the report also noted increased numbers of clashes between unaligned armed groups, a recurrence of the insecurity in the 1990s that enabled the Taliban to take control.

The report also revealed that the U.S. army had launched a fresh inquiry into allegations of war crimes committed between November and February in the strategically important province of Wardak.

That investigation comes on the heels of the arrest of an Afghan translator who worked with U.S. special forces who he said had killed civilians he helped capture. The bodies of as many as 10 civilians were found this year near the military base used by the special forces soldiers.

World's first 'test-tube' burger to be on menu in London

LONDON, July 29 (UPI) -- A hamburger worth $380,000 -- or about $75,000 per ounce -- made with meat grown in a laboratory will be cooked and eaten in London next month, scientists say.

The 5-ounce burger will include a patty of made of synthetic meat, grown in a laboratory from the stem cells of a slaughtered cow, the scientist behind the faux burger said.

The costly patty, set for a public "proof of principle" consumption, will be made of about 3,000 strips of artificial beef, each the size of a rice grain, grown from bovine stem cells cultured in the laboratory, the Belfast Telegraph reported Monday.

It is the result of years of research by Mark Post, a medical physiologist at Maastricht University in the Netherlands.

Synthetic meat could help to save the world from the growing consumer demand for beef, lamb, pork and chicken, which could see the conversion of much of the world's remaining forests to barren, manicured pastures by the end of this century, Post said.

Stem cells taken from just one animal could, in theory, be used to make a million times more meat than could be butchered from a single beef carcass.

Post's research into synthetic meat, which ran up the $380,000 tab, has been funded by a wealthy anonymous backer who may reveal his identity publicly by volunteering to be the first to taste the test-tube burger, a source told the Telegraph.

Japanese stocks lead Asia lower as yen firms

SYDNEY (Reuters) - The yen rose to a one-month high against the dollar on Monday as investors braced for another round of disappointing economic news out of China, knocking Japanese stocks to four-week lows and pulling down regional markets.

Investors gave the dollar a wide berth as they also suspect the U.S. central bank will press home the message that it will keep policy loose for some time after its review on Wednesday.

MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> slipped 0.4 percent, giving back some of last week's 1.9 percent gain. Tokyo's Nikkei <.n225> slid more than 2 percent to its lowest since July 1.

Traders said there were concerns that manufacturing surveys from China later this week would point to more weakness in Asia's economic powerhouse.

"A sense of caution is looming in the market, especially because investors are worried about a slowdown in the Chinese economy. And when they see a risk in Asia, they tend to buy the yen, and the Japanese market is hit by that," said Kyoya Okazawa, head of global equities at BNP Paribas.

Indeed, the yen rose to a one-month high around 97.64 per dollar, while the euro fell back below 130.00 yen to two-week lows.

Against the dollar, the euro edged up 0.1 percent to $1.3290. The dollar index <.dxy>, which tracks the greenback's performance against a currency basket, slipped more than 0.2 percent to a five-week trough.

EASY POLICY

The Federal Reserve, the European Central Bank and Bank of England are all expected to maintain their respective pledges to keep policy loose at meetings this week, a commitment that should provide a backstop for any market disappointment with data or earnings reports that are due out from major companies.

"The Fed is likely to reiterate that while it is considering tapering its monetary stimulus later this year, it is conditional on stronger economic growth and that interest rate hikes are still a long way off," said Shane Oliver, head of investment strategy at AMP Capital.

Oliver said the Fed might even consider adjusting its policy guidance to emphasize there will be no imminent tightening.

"The Fed's assessment of recent mixed data will clearly be watched as a guide to whether the start of tapering will be delayed beyond the September meeting, which was initially the consensus favorite as to when it would begin."

Worries about China kept commodities under pressure, although the weaker dollar helped limit their losses.

Copper reached three-week lows around $6,820 a tonne, while U.S. crude eased 0.3 percent to $104.40 a barrel, staying within reach of a three-week trough of $103.90 hit on Friday.

Gold was also a touch softer following a 3 percent rally last week. It stood around $1,328 an ounce, just off a five-week peak of $1,347.69.

WASHINGTON (AP) ? You may have heard that shopping for health insurance under President Barack Obama's health care overhaul will be like using Travelocity or Amazon.

But many people will end up with something more mundane than online shopping, like a call to the help desk.

Struggling with a deadline crunch, some states are delaying online tools that could make it easier for consumers to find the right plan when the markets go live on Oct. 1.

Ahead of open enrollment for millions of uninsured Americans, the feds and the states are investing in massive call centers.

"The description that this was going to be like Travelocity was a very simplistic way of looking at it," said Christine Ferguson, director of the Rhode Island Health Benefits Exchange. "I never bought into it."

"The bottom line is that with tight timelines ... states have had to scale back their initial ambitions for Day 1," said Paul Hencoski, leader of KPMG's government health practice, which is advising nearly 20 states. "A lot of the more sophisticated functionalities that might have been offered through the Web are being deferred to later phases."

When the markets first open, Hencoski said, "there will be a significant amount of manual processing of things that will later be automated." Translation: emails, phone calls, faxes.

The Obama administration, which will be running the markets or taking the lead in 35 states, has yet to demonstrate the technology platform that will help consumers get financial help with their premiums and pick a plan.

Officials say they always envisioned people would be able to apply in a variety of ways, from online to the mail. About 7 million are expected to enroll in the marketplaces by next year, and the administration says consumers will be pleased with the experience.

Also known as exchanges, the markets are supposed to transform the way individuals and small businesses buy private health insurance by increasing transparency and competition, bolstering government oversight of insurers, and injecting hundreds of billions of dollars in taxpayer subsidies.

The experience will be more like buying a new car than snapping up airline tickets on Travelocity or electronics on Amazon.

"Consumers see this as a serious product, and something that requires a serious amount of research," said Julie Bataille, overseeing the outreach effort at the federal Health and Human Services department. "It's something they see in a more serious way than (buying) an airline ticket."

It's a complicated transaction with different components, including arranging financing and picking the right product, each with its own choices and trade-offs. You may need a glossary of health insurance terms.

And there's another layer.

One part of the process involves applying for federal benefits ? with consequences if you lie to the government, or maybe just make a mistake.

Another involves using your federal subsidy to pick the right insurance plan from among competing carriers and four coverage levels: bronze, silver, gold or platinum.

You'll log on to the marketplace in your state, or the federally run exchange, and set up a personal account. You'll enter information about yourself and your family, including Social Security numbers and household income. The exchange will shoot your data to something called the "federal data services hub," an electronic clearinghouse that pings Social Security, Homeland Security and the Internal Revenue Service to verify your personal details.

The IRS will calculate the maximum health insurance subsidy that you're entitled to. It's set up as a tax credit, so the taxman can come back to collect if you claim too much. Discrepancies between the information you submit and what's in government records will take time to straighten out.

Once you've got your subsidy nailed down, then you're ready to pick a plan. Once you do that, the U.S. Treasury will send your insurer a payment on your behalf, and you'll pay any difference. Coverage begins Jan 1.

Experts say the technology to facilitate online shopping among health plans is difficult to engineer. Some online tools are getting pared back and the refusal of congressional Republicans to provide more implementation funds for "Obamacare" probably isn't helping. Some examples:

? The Rhode Island marketplace will postpone a feature that allows consumers to enter the names of their doctors and instantly find out what insurance plans they accept. Consumer advocates say such a tool is important to help winnow choices. Instead, shoppers will be steered to the doctor directories of individual plans. The federally run marketplaces will also lack "all-plan" doctor directories.

? The marketplace in Washington state is delaying its online-chat capability, as well mobile device features that would enable consumers to check their enrollment status. "These are some of the top items that we will focus on for the next version," said spokesman Michael Marchand.

? The Minnesota exchange is delaying a feature that would allow consumers to update their coverage to reflect life events such as the birth of a baby because that information won't be needed right when sign-up begins.

? It's unclear how sophisticated online calculators will be at helping consumers pick the best-value plan. For the federally run exchanges, officials said the calculator will automatically subtract the consumer's tax credit from plan premiums ? a help. But it won't provide an estimate of likely out-of-pocket costs that the plan doesn't cover, a feature consumer advocates say is closer to the true bottom line.

State officials say things will improve as the new program takes root.

With time, "it's going to get a lot more user friendly and effective," said Ferguson, the Rhode Island director. "Were there things I would have liked to see delivered on Oct. 1 that are going to be delayed? Yes. But is that something that I think is horrible? No."

Imax, Chinese partner plan 120 new cinemas

BEIJING (AP) Imax and a Chinese partner plan to open up to 120 giant-screen cinemas in China's fast-growing film market.

Imax Corp. and Wanda Cinema Line Corp., Asia's biggest cinema operator, said Thursday the agreement will make Wanda the biggest international Imax operator, with as many as 210 screens.

Financial terms were not disclosed.

Wanda Cinema is a unit of Wanda Group, which in 2012 acquired U.S. cinema chain AMC Theatres.

Property developer to remain a bankrupt | Otago Daily Times Online ...

A Kiwi property developer living in Las Vegas, who a High Court judge accepts was predisposed to taking "unacceptable risks with other people's money", is to stay a bankrupt until at least November 2015.

Rod Nielsen was declared bankrupt in September 2009 over a personal guarantee on $14.5 million owed to failed finance company Bridgecorp.

While the loan that sank him was to fund Queenstown's Lake Esplanade development, the 45-year-old was already known for his involvement in substandard and incomplete terraced housing projects.

The Official Assignee opposed Nielsen being discharged from bankruptcy and pushed for him to stay adjudicated for another three years.

As part of this process, Nielsen appeared in the High Court at Auckland via videolink from Nevada earlier this month before Justice Geoffrey Venning.

In his decision released yesterday, the judge ordered that Nielsen should stay bankrupted until at least 23 November 2015.

It was not in the public interest to discharge Nielsen, who Justice Venning said had not met his obligations as a bankrupt.

"Mr Nielsen has failed to understand or appreciate the consequences of his actions that led to his bankruptcy in the first place," the judge said.

"I accept the submission made on behalf of the Assignee that Mr Nielsen has a clear predisposition to incur credit and take unacceptable risks with other people's money."

The judge described the bankrupt developer's personal circumstances as "hopeless".

"If Mr Nielsen was to be discharged from bankruptcy now, I consider it almost inevitable, despite his suggestion otherwise, that he would engage in further commercial property development in New Zealand, with further loss to banks, financial institutions, their investors and other creditors," he said.

Justice Venning said the only way to protect the public was to extend the bankruptcy.

"His attitude towards the obligations he has as a bankrupt and his conduct between now and [November 2015] will determine whether he will be discharged at that time," the judge said.

Dutch court blocks extradition of terror suspect

THE HAGUE, Netherlands (AP) ? Dutch judges blocked the extradition Tuesday of a terror suspect to the United States, saying he was tortured in Pakistan after his 2010 arrest and it is unclear whether American authorities had any involvement.

The Hague Court of Appeal ruling was a significant victory for the man identified only as Sabir K. in his attempts to avoid being sent for trial in America, but Dutch authorities can still launch a final appeal to the country's Supreme Court.

"He is very satisfied that the role of the Americans is finally being looked at in a critical light," his lawyer Andre Seebregts said. "He has said from the very beginning that the Americans were involved."

Sabir K., who has Dutch and Pakistani nationality, was arrested in Pakistan in 2010 and expelled to the Netherlands in 2011. U.S. authorities accuse him of working with al-Qaida from 2004 to 2010, and of plotting a suicide attack on an American military base in Afghanistan.

In a statement, the Hague appellate court said that U.S. authorities had issued an arrest warrant for K. three days after his detention in Pakistan.

But it went on to say that circumstances of K.'s arrest and detention "raised questions" among the judges, who cited international human rights groups as saying terror suspects are "almost without exception tortured" if detained in Pakistan.

"If the U.S. asked Pakistan to arrest K., knowing he would be tortured by the secret service, this would be a reason to block the extradition," the court said.

Judges had asked the Dutch government to seek clarification from U.S. authorities about their role in the detention, but Dutch justice and security ministry officials refused, saying they did not see the necessity of the request.

The government's refusal meant "uncertainty remained about the involvement of the U.S. in the torture of K.," the court said as it blocked his extradition.

Dutch Security and Justice Ministry spokeswoman Sentina van der Meer said officials were studying the ruling and had no further comment.

Sabir K. was released from Dutch detention earlier this year.
